IMPORTANT: As of July 1st, 2011, functions once performed by the Wisconsin Department of Commerce have been moved to other state agencies and the Wisconsin Economic Development Corporation. Community Development Block Grant Public Facilities For Economic Development (CDBG-PFED)

The CDBG-PFED helps underwrite the cost of municipal infrastructure necessary for business development that retains or creates employment opportunities. The CDBG-PFED program is federally funded and all assisted projects must comply with federal requirements that accompany these funds.


ELIGIBILTIY

All applicants must comply with the following criteria:
  • The applicant is a unit of local government (City, County, Village, or Town), must be a Non-Entitlement unit of government, and complies with terms and conditions of all past and/or active Commerce awards/contracts.
  • The business must create or retain full-time jobs.
  • At least 51 percent of the full-time jobs created must be made available to persons of low- and moderate-income.
  • The business must demonstrate its project is feasible.
  • The applicant must demonstrate the financial need for the PFED funds.
  • The applicant must show that the proposed project is the best alternative for the business and community.
  • The applicant must provide at least 25 percent of project funding.
Project Construction must begin no later than three months after the official notification of the award (weather permitting), as demonstrated by completed engineering specs, all financing sources identified, and all permits/zoning in place. Projects beginning prior to the official notification will be disqualified.

ELIGIBLE ACTIVITIES

Activities include improvements to public facilities such as water systems, sewerage systems, and streets that are owned by a unit of government, and which will principally benefit businesses; and as a result will induce businesses to create jobs and invest in the community.


FUNDING

The maximum grant for any single application is $10,000 for each job created or retained or $750,000, although seldom is more than $5,000 per job awarded.  The total award is dependent on financial need, community distress, and other related factors.


AVAILABLE FUNDING

Each project is eligible for up to $750,000 in CDBG-PFED funds per calendar year.


APPLICATION

The CDBG-PF / PFED Grant Application has been revised for applicants (units of government) seeking funding for infrastructure improvements, public building projects, and downtown revitalization efforts.  There are no longer separate applications for PF and PFED projects.  You will find the application under the Documents and Forms section on this webpage.

REVIEW AND AWARD PROCESS

Applications are scored on a point system that considers the applicant’s overall distress, need for the improvement, ability to pay for the improvement, leveraging of other funds, project readiness, jobs created, and employee benefits.  The Department rates applications through a series of individual and panel reviews.


PROJECT ADMINISTRATION

The grantee is responsible for project administration.  This includes, but is not limited to,

  • submitting requests for funds and progress reports
  • conducting Labor Standards reviews
  • keeping financial management records
  • preparing closeout reports, and meeting other contractual obligations.
