S&B Commercial Buildings Code Council General Task Group Meeting Summaries Safety and Buildings Division code council meeting summaries are subject to review at subsequent meetings. Thursday April 16, 2009, 9 a.m., City of Madison Fire Station #11, 4011 Morgan Way, Madison, Wisconsin Task Group Attendance: Norm Arendt - Ex; Curt Hastings - P; Joe Jurkiewicz - P; James Klett - P; Richard Paur (alt.: Keith Spruce) - P; Bill Pennoyer - P; Ed Ruckriegel, Chair - P; Mark Scott - Ex Department of Commerce Staff: Lori Ann Curley, Jim Smith Visitors: Kathy Meulemans, National Fire Sprinkler Association, Wisconsin Chapter. - Jim Smith welcomed the task group, and opened the meeting with a round of introductions, and thanking the members for volunteering for this new task group. - Review Council Scope and Purpose: Smith instructed the task group that they’d be reviewing the draft version of the 2009 International Building CodeÒ (IBC), chapters 1 through 6, 12, 29, 30, 31, and 33, with the goal of having fewer Wisconsin modifications in the next Wisconsin Commercial Building Code. - The task group reviewed the meeting agenda, and it was approved without changes. - Elect Chairperson: Curt Hastings nominated Ed Ruckriegel as chair of the Building Code General Task group; Joe Jurkiewicz seconded, and the motion carried with one abstention. - Review text of International Building Code handouts and related Wisconsin modifications from the Current Wisconsin Commercial Building Code: Jim Smith and Ed Ruckriegel led the task group in reviewing the pertinent chapters from the IBC. Although able to complete the initial of all the IBC changes, the current Wisconsin modifications were not reviewed. The following is a list of some of the subjects that were touched upon and may warrant additional research: - General understanding of WCBC administration (Chapter Comm 61) and thoughts on the numerous notes that seem more like commentary - Concepts and new provisions on ambulatory health care facilities - Kiosks in covered malls - New and updated "High-Rise" provisos (Water supply, Hardness of elevator/stair walls, fire dept. radios, etc) and history (i.e. NIST report vs. reasonableness) - Attic/Rafter space ventilation - Stretcher sized elevator car (from past) - Elevators (Fire service access and occupant evacuation) and lobbies The task group is to review the changes made to the IBC to provide advice and information, and to review the Wisconsin modifications for those that may be changed or dropped. The task group is looking to meet near the end of July, maybe via teleconference. A tentative date of Tuesday, July 28, 2009, was scheduled, but a decision as to the type of meeting to take place and other details will be forthcoming. Smith asked the task group to send their feedback on the changes and Wisconsin modifications to the Division of Safety and Buildings before July 1, 2009.
