Federal legistation to support code enforcement is back before Congress, International Code Council reports, May 14, 2009


Proposed rules changes to Comm 60-66, Commercial Building Code, and Comm 20-25, Uniform Dwelling Code, related to carbon monoxide alarms were adopted April 13, 2009. These rules replace emergency rules currently in effect. PDF file adopted rules. PDF file regulatory flexibility analysis. The emergency rules remain in effect, with the permanent rules effective June 1, 2009.

SMARTcodes - Electronic design and code checking plan review. GO
Program Description: The Safety and Buildings Division reviews plans for public buildings and places of employment prior to construction for compliance with the state statutes and building codes. This includes multifamily buildings. S&B staff provide consultation and education for designers, builders, and local officials through plan reviewers and field inspectors. The division cooperates with local certified municipalities which provide plan review and inspection services for certain types of buildings. Inspection certifications are administered by S&B. Building materials are evaluated for conformance with standards.

Wisconsin Commercial Building Code, Comm 60-65

The Wisconsin Commercial Building Code can be obtained from Document Sales, as noted here, or are free online.

The adopted International Code Council codes and commentary are available from that organization, http://www.iccsafe.org/.

There is no longer an Enrolled version of the Commercial Building code combining in one document the Wisconsin codes and the ICC codes.

Free insert pages are online for putting Wisconsin portions of the codes into the International Code Council code books (ICC 3-ring binder format).

- COMcheck-EZ, federal Department of Energy software approved in Wisconsin for showing compliance with thermal envelope requirements, interior and exterior lighting requirements ONLY (HVAC portions are not acceptable. Note COMcheck-Plus is not acceptable.) COMcheck is used for commercial buildings or high-rise (>3 stories) multi-family buildings.
- REScheck, another software application from DOE, is now used for low-rise multi-family (3 dwellings or more, 3 stories or less). (Within REScheck, a user should choose the code option of "2006 IECC" as the code type.) March 19, 2009 - The REScheck 4.2.1 version now available online is not usable with the April 1, 2009, Wisconsin Uniform Dwelling Code changes. S&B will notify susbcribers to the UDC email group Click on image to follow link when S&B is aware that REScheck has been modfied into a version that can be downloaded and used for Wisconsin calculations.

What are SMARTcodes?

The International Code Council is currently developing model checking software that will serve designers, builders and regulators as a tool to to check building information models (BIM) against the model codes. The ICC calls this project "SMARTcodes." Recognizing the potential changes that building information modeling may bring to the business model of design, construction and regulation, S&B offers this link to the SMARTCodes Web site, to learn more about electronic design and plan review code checking, and to explore the latest tools and developments.



  COMcheck and REScheck Training
Training in use of building energy code software programs "COMcheck" and "REScheck" is offered in upcoming Webcasts from the federal Department of Energy. Both programs may be downloaded for free at http://www.energycodes.gov. The February 19 and March 19 Web events may be found using the "Events Calendar" link on that federal site. There are other training presentations available on the site.

"COMcheck" is recognized by the Safety and Buildings Division for use in demonstrating compliance with the energy conservation portion of the Wisconsin Commercial Building Code (WCBC). The software should be adjusted for use with the 2006 International Energy Conservation Code (IECC) or the ASHRAE 90.1-2004 standard.

COMcheck is used under the IECC / Comm 63.0506 for application towards commercial buildings and high rise residential buildings consisting of four stories or more above grade involving three dwellings or more.

"REScheck" software may be used in demonstrating building envelope compliance for low rise residential buildings involving those residential buildings three stories or less above grade under Comm 63.0404, WCBC. When used in conjunction with the three tenants or more, the program must be adjusted for use with the 2006 IECC as adopted by the WCBC.

If "REScheck" is used with the Wisconsin Uniform Dwelling Code, the program should be djusted to the "Wisconsin" version.
