The Safety and Buildings Division will help public swimming pool owners comply with new federal pool requirements 

Wisconsin pool owners/operators were recently sent a letter by the state Department of Health Services describing the federal requirements of the "Virginia Graeme Baker Pool and Spa Safety Act," noting that physical construction changes may be needed for pools to comply with federal regulations.  This letter is a follow-up from the Division of Safety and Buildings, Wisconsin Department of Commerce, to assist in expediting construction plan reviews for pools that need work done.

When a pool owner in Wisconsin makes modifications to their existing public swimming pool or water attraction, a plan approval is required, according to Comm 90, the Wisconsin Public Swimming Pools and Water Attractions administrative construction code.  Comm 90.04 provides the requirements for plan review submittal to the Safety and Buildings Division.

If a pool owner is considering any of the following alterations or modifications to an existing wading pool, swimming pool, spa, therapy pool, water attraction, or any other public facility defined as a public swimming pool or water attraction in Comm 90.03, the owner needs to submit plans and receive plan approval prior to beginning the work.
•    Replacing main drain or other suction grates in order to comply with the Virginia Graeme Baker Act, unless the grate is an identical model to the grate removed.
•    Modifying a main drain sump or sumps.
•    Replacing equalizer pipe covers.
•    Altering or modifying the circulation system piping or adding any mechanical system.
