Diesel Truck Idling Reduction Grant Program Wisconsin Office of Recovery and Reinvestment

2009 Funding Announced

Applications were due October 23, 2009.  If you are interested in applying, but missed the deadline, you can contact Jean Beckwith to be placed on a waiting list.  If future funds become available you will be contacted by the Department of Commerce.

The Wisconsin Department of Commerce (Commerce) administers a grant program to reduce diesel truck idling.  Funding for the program was made available by the U.S. Environmental Protection Agency through the American Recovery and Reinvestment Act of 2009 (ARRA).

The program is designed to assist common, contract and private motor carriers in the purchase and installation of idling reduction technologies.  Motor carriers are eligible for up to 50% reimbursement for the purchase and installation of idling reduction equipment.  The program’s primary goals are to help Wisconsin motor carriers reduce air pollution emissions and fuel consumption, as well as creating jobs.

The following table identifies how many truck tractors could be funded:

Applicant’s number of Eligible
(1999 or newer engine)
    Truck Tractors
Total Number of Eligible Idle Reduction Units Funded
1 1
2-10 2
11 to 50 2, or 10% of the applicant’s number of
eligible truck tractors, whichever is greater
51 to 250 6, or 7% of the applicant’s number of
eligible truck tractors, whichever is greater
251 to 500 18, or 6% of the applicant’s number of
eligible truck tractors, whichever is greater
501 to 2,500 30, or 5% of the applicant’s number of
eligible truck tractors, whichever is greater
Over 2,500 125 or 3% of the applicant’s number of eligible truck tractors, whichever is greater
Note: No one applicant can receive more than 20% of the available funds

Eligible idle reduction technologies must be U.S. Environmental Protection Agency (U.S. EPA) or California Air Resources Board (CARB) verified.  For more information regarding eligible idle reduction units, please visit:
Motor carriers should review the program factsheet and frequently asked questions document before applying.

The program was created by the Governor's budget bill, 2005 Wisconsin Act 25. Under the program, Commerce provides grants to freight motor carriers (common, contract and private motor carriers) headquartered in Wisconsin to purchase and install idling reduction units for newer truck tractors. Idling reduction units provide an alternative source of power used to heat, cool, or provide electricity to the cab or other parts of a truck in lieu of operating the truck's main drive engine to power these services. The use of idling reduction units on heavy-duty diesel trucks saves fuel and lowers air pollution emissions. It is anticipated that the program will award grants through June 2011.

Awards are chosen randomly using a computer generated lottery system.

Eligible applicants will receive a reimbursement of up to 50% for the costs of idling reduction equipment and installation.
Before applying in the future, applicants should review the rule and changes made to the program in the 2009-2011 biennial budget.

Summary of Changes made in the 2009-2011 biennial budget:
  • Extends the life of the grant program until June 30, 2015.
  • Directs Commerce to spend any funds it receives under the American Recovery and Reinvestment Act of 2009 before it spends any state funds.
  • Eliminates the cumulative maximum (i.e. lifetime cap) number of truck tractors that can be funded per applicant based on the number of eligible trucks in their fleet.  Eligible applicants in 2009 through 2015 could apply for a grant for any eligible diesel truck engine that has not previously received a grant.

Questions to consider before applying for grant coverage:
  1. Do you own and operate your diesel truck tractor? The person applying for a grant must own and operate the truck.  American Recovery and Reinvestment Act of 2009 funding allows leased trucks (2009-2010 funding cycle only) with owners approval.
  2. Is your diesel truck(s) engine 1999 or newer? The engine model year must be 1999 or newer to be eligible for grant coverage.
  3. Is your fleet headquartered in the state of Wisconsin? The motor carrier applying for grant coverage must be headquartered in the state of Wisconsin.
  4. If you are an owner/operator is your residence in Wisconsin? The owner operator applying for grant coverage must reside in Wisconsin.
  5. Have you reviewed the Statute, Rule, Factsheet and FAQs to make sure you are eligible to apply for funding?
RULE (October 2008)

Special Notes

Purchases already made
Please keep in mind, funding is not available for purchases made retroactively (e.g., idle reduction unit(s) purchased before September 18, 2009 would not be eligible for funding when applying for grant coverage September 18, 2009).

  Grant Recipients Reporting Forms
All of the 2007 and 2008 required reports (pre-installation, 6 and 12 months) are available electronically (you can also find them by clicking on the "reports" tab on the left-hand side of this page).

Idling Reduction Technology Information
Interested in how much savings and what the potential payback is for purchasing idling reduction equipment? The Department of Energy's Argonne Laboratory has developed a worksheet that enables truck owners to estimate their savings and potential payback when using idling reduction equipment. If you have any comments on the worksheet please email Dr. Linda Gaines at the Argonne Laboratory.
Have experience with idling reduction technology and want to share your thoughts? Send your thoughts to the Diesel Truck Idling Reduction Grant Program staff.
