IMPORTANT: As of July 1st, 2011, functions once performed by the Wisconsin Department of Commerce have been moved to other state agencies and the Wisconsin Economic Development Corporation. Commerce Boards, Councils, and Committees
The Department has ten councils and four boards
attached to it by statute. In addition, the Department’s Division
of Safety & Buildings manages 24 non-statutory councils, committees
and workgroups. The links below provide further information on the
purpose and membership of these councils, boards, and committees.
STATUTORY
The Council on Main Street Programs helps develop the state’s Main
Street Program for revitalization of business areas, reviews the
programs effectiveness, and recommends municipalities for
participation.
The Contractor Certification Council advises the Department on
issues and rules relating to certifying the financial responsibility of
contractors who obtain building permits to perform work on one- and
2-family dwellings, continuing education courses and exams for dwelling
contractors, and certification of Uniform Dwelling Code Inspectors.
The Dwelling Code Council advises the Department on uniform rules
for the construction of one- and two-family dwellings.
The Multifamily Dwelling Code Council advises the Department on
statewide uniform rules for construction, operation, and maintenance of
multifamily dwellings.
The Plumbers Council advises the Department on issues and rules
relating to the licensing of plumbers.
The Automatic Fire Sprinkler System Contractors and Journeymen
Council advises the Department on issues and rules relating to the
licensing of automatic fire sprinkler contractors and journeymen
automatic fire sprinkler fitters.
The Conveyance Safety Code Council advises the Department on issues
and rules relating to elevators and other conveyance systems such as
dumbwaiters and escalators.
The Manufactured Housing Code Council advises the Department on
issues and rules relating to the licensure and professional discipline
of manufacturers of manufactured homes, manufactured home dealers,
manufactured home salespersons and manufactured home installers, and
with regard to consumer protection applicable to consumers of
manufactured homes.
The Thermal System Insulation Council will advise the Department on
issues and rules relating to installing and maintaining thermal system
insulation in commercial and industrial buildings and in residential
buildings that contain four or more residential units.
The Small Business Environmental Council is charged with
responsibilities related to the requirements of the Clean Air Act as
implemented by the DNR’s Air Program.
Economic Policy Board
The Economic Policy Board,
created under 2009 Wisconsin Act 28, will consult with the Department
on strategic economic policy for the state and suggest legislation to
achieve strategic economic policy objectives.
The Rural Economic Development Board awards grants or loans to rural
businesses or their affiliates that employ fewer than 50 employees to
start or expand their operations.
The Building Inspector Review Board reviews complaints received
concerning possible incompetent, negligent, or unethical conduct by
building inspectors.
The Small Business Regulatory Review Board reviews the rules and
guidelines of any state agency to determine whether there is an
unnecessary burden placed on small business.
NON-STATUTORY
The Alteration and Change of Occupancy Council has been convened on
a temporary basis to review the 2009 changes within the “Existing
Buildings” portion of the Wisconsin Commercial Building Code.
The Amusement Ride Code Advisory Council advises the Department on
issues and rules relating to the design, construction, operation,
repair, inspection, assembly, disassembly and use of amusement rides at
carnivals, fairs and other places of amusement for the safety of
frequenters.
The Boiler and Pressure Vessel Code Advisory Council advises the
Department on issues and rules relating to the design, construction,
installation, operation, inspection, testing, maintenance, alteration
and repair of boilers and pressure vessels installed in public
buildings and places of employment.
The COMM 14 Code Advisory Committee advises the Department on issues
and rules relating to the fire inspection and prevention programs,
including Fire Department Dues.
The Commercial Buildings Code Council advises the Department on
statewide minimum rules for construction, operation, and maintenance of
public buildings and places of employment.
The Commercial Buildings Fire Protection Systems Code Council
advises the Department on issues and rules relating to fire protection
systems for public buildings and places of employment.
The Commercial Buildings Fire Safety Code Council advises the
Department on issues and rules relating to fire safety provisions for
public buildings and places of employment.
The Electrical Code Advisory Council advises the Department on
issues and rules relating to the safeguarding of persons and property
from hazards arising from the installation and use of electricity.
The Energy Conservation Code Council advises the Department on
issues and rules for energy conservation as related to the Commercial
Building Code.
The Erosion and Stormwater Code Council advises the Department on
issues and rules relating to erosion and sediment control and
stormwater management on buildings sites and for plumbing
post-construction storm systems.
The Gas Systems Council advises the Department on issues and rules
relating to the design, construction, installation, operation, repair
and maintenance of equipment for gas systems such as liquefied
petroleum gas facilities.
The HVAC Advisory Code Council advises the Department on issues and
rules relation to the heating, ventilating, and air conditioning
requirements of the Commercial Building Code.
The Historic Building Code Council advises the Department on issues
and rules relating to the preservation or restoration of buildings or
structures designated as historic buildings.
The Means of Egress Code Council advises the Department on issues
and rules relating to the means of egress and accessibility.
The Mechanical Refrigeration Code Council advises the Department on
issues and rules relating to the design, construction, installation,
operation and inspection of mechanical refrigerating systems installed
in public buildings and places of employment, and for preventing the
release of ozone-depleting refrigerants into the atmosphere.
The Plumbing Advisory Code Council advises the Department in the
updating of the provisions of the state Uniform Plumbing Code, which
consists of rules for the design, construction, installation,
supervision, maintenance and inspection of plumbing.
The Pool Advisory Code Council assists the division in the updating
of the provisions of the Design and Construction of Public Swimming
Pools and Water Attractions, which consist of rules for regulating the
design and construction, alteration, or reconstruction of public
swimming pools, including whirlpools and water attractions, and the
alteration of public swimming pool equipment in order to protect the
health and safety of the public.
The POWTS Advisory Code Council assists the division in the review
and updating of the provisions of the state Uniform Plumbing Code that
consists of rules for soil and site evaluation, and the design,
installation, inspection and maintenance of Private Onsite Wastewater
Treatment Systems (POWTS).
The POWTS Technical Advisory Committee assists the division in the
review of specific methods or technologies that are voluntarily
submitted for review to be utilized as POWTS holding, treatment or
dispersal components which conform to the standards or specifications
referenced in chapters COMM 81-84, but do not require approval under
subsection (2) or section COMM 84.50.
The Public Safety Advisory Council advises the department on issues
and rules relating to public employee health and safety.
The Rental Unit Energy Efficiency Council advises the Department on
issues and rules relating to minimum energy efficiency requirements for
rental units.
The Structural Commercial Building Code Council advises the
Department on issues and rules relating to the structural requirements
of the Commercial Building Code.
The Uniform Dwelling Inspection Advisory Workgroup assists in
establishing inspection policies and procedures relating to contract
administration and enforcement of the Uniform Dwelling Code.
The Wisconsin Fund Advisory Code Council assists the division in the
review and updating of the Private Sewage Replacement or Rehabilitation
Grant Program.
