Building Contractor EPay Internet Registration Payment

This Wisconsin Department Commerce EPay Internet system allows online processing through a third-party financial institution (USBank) for some Safety and Buildings Division credentials, including the Building Contractor Registration. In fact S&B prefers registration be done online because it gets the registration processed faster for the applicant and is much more efficient for S&B staff members.

S&B staff do not have access to any personal financial information.
Payments can be made using Visa, Master Card, or American Express accounts. The four-year registration costs $25 per year, or $100, when done online. Paper registration costs $15 more for four years, $115.

1. What electronic financial options will an EPay user have for registration payment?
There are three options at USBank for payment for payment of the payment, which will be credited to S&B in the customer's name:
A. A debit card transaction involves transferring money from a checking account to USBank and then to S&B.
B. A credit card transaction involves a card issuer providing credit to the user for a payment to S&B via USBank.
C. An ACH transaction (Automated Check Handling - a national electronic network for financial transactions.) A USBank ACH transaction is an electronic transfer of funds in which the money is taken from a checking account.  The account's routing number and account number on a user's paper checks are used to draw funds from the account.  USBank credits the money back to S&B in the customer's name.

  2. What happens during and after the EPay process? 

The first screen of the EPay process provides an introduction.

On the second screen, business information is entered.  Both this screen and the third screen must be completed.  Asterisks mark required fields.

On the third screen, information on the individual applicant is entered.  The email address is particularly important for receiving messages from S&B concerning the BCR.

The fourth screen allows you to choose to not subscribe to the free BCR email message group.

On the fifth screen, an applicant can review what they have entered and go back to either the business or individual screens to make changes.  On the fifth screen, a box needs to be checked indicating agreement with a written statement on that screen.

Please print a copy of the sixth screen.  It provides a summary of information and provides two numbers that can be used to identify the specific record.  The "shopping cart" number will be used at the USBank site, if you choose to make an ACH transaction.  Clicking on the "Pay Now" button will take you to the USBank financial transaction system.

Once the financial process is completed, an email confirmation message will be sent by USBank to applicant.  If the financial process is not completed, S&B will receive notice of that and will send an automatic email to the applicant noting the financial process was not successful.

When S&B is notified of successful payment, S&B will send a message to the applicant about the registration card being issued. The message may say it will take several weeks to issue the registration. Usually it will actually be done within several days.

  3. What privacy protections can a person using EPay expect?
Safety and Buildings Division staff members do not have access to any of the EPay financial transaction records.

Information an applicant enters before going to the USBank system is covered under the standard state privacy policies. Federal employer numbers and social security numbers are not shared with anyone outside of the government agencies that have legal rights to use the numbers for cross-checking. Other information, such as name and address, is covered under open records laws and may be requested by outside parties in some cases. This is the state's statement of privacy: "Personal information you provide may be used for secondary purposes [Privacy Law, s. 15.04(1)(m)]."

  4. What if there is a problem with the financial transaction at USBank?
The financial transaction at USBank is purposely kept separate from S&B.  S&B staff will not see any of an EPay user's financial data.  At the same time, that means S&B cannot answer any "How?" or "Why?" questions about transactions at the bank.

  5. What if a user can't make EPay work?
We apologize if there are problems with this EPay service. If EPay doesn't seem to work for some reason, businesses can register by mail. The paper application form can be found here, PDF file.  The paper registration process usually costs $15 more than online, $115 for four years, compared to $100 for four years when done online.

If there is a technical problem with the EPay and a business cannot register online, please make a screen-print or otherwise print off the error message and send it with the paper registration.  If the printed error message is sent with the registration, S&B will process the registration for $100. (A technical problem does not include the USBank system telling the applicant there is a financial problem the financial transaction cannot be completed.)
